The outgoing President of the Federal Office for the Protection of the Constitution (BfV), Hans-Georg Maaßen, informed SPIEGEL, in his farewell speech, of a conspiracy scenario. As a result, after his controversial comments on the events in Chemnitz, some members of the federal government focused on him, thus shattering the government.
This farewell speech is apparently the reason why, according to media reports, Maaßen will not be transferred as planned to the Ministry of the Interior as a special representative. The ministry is preparing instead the resignation of Maaßens, reports the press agency dpa, relying on circles of safety. The AFP agency also reports to the circles of the coalition a subsequent dismissal.
In Maaßen's speech in Warsaw on 18 October in the context of the "Berner Club" to the heads of European national intelligence services and then read on the BfV intranet, the two-page manuscript was: "Left forces" of the federal government – namely the partner of the coalition of the Union, the SPD – were from the beginning against the government. With some opposition parties and the media, these forces have tried to use it as a way to break the coalition.
In addition, according to the manuscript, Maaßen stated that he had always been hostile to these forces because he had always criticized the federal government's refugee policy. In addition, he defended his controversial statements about "hunting" during a demonstration in Chemnitz.
Maaßen thanks Seehofer
The post of special adviser was offered to Maaßen as a result of a dispute over his remarks during an interview that almost led to the collapse of the coalition in September. Maaßen had stated in the interview that he had "no reliable information" until, in Chemnitz, hunts to foreigners took place.
After asking the SPD to release Maaßen from his office to protect constitutional protection, the coalition first agreed to appoint the 55-year-old secretary of the interior. But that would have meant a promotion – with a salary increase of more than 14,000 euros a month. The decision caused great indignation and was canceled shortly thereafter. Now, apparently, the solution found later, to make Maaßen a special adviser to the Ministry of the Interior, will again be inclined.
In his speech in Warsaw, Maaßen expressly thanked the Federal Minister for the Interior and leader of the CSU, Horst Seehofer, for his support.
Parliamentary Control Panel Examines Maaßens Declarations
The Greens of the Bundestag have called Sunday night for a special meeting of the parliamentary committee to control the intelligence services regarding the new allegations against Mabaden. The committee is already dealing with Maaßens' statements. The FDP has joined the request.

A spokesman for the Interior Ministry said at SPIEGEL's request that Maaßens' statements were known to the ministry and are under review. "After the examination, Mr Seehofer will draw the necessary conclusions."
Seehofer himself did not confirm the events on Sunday night. "For the moment, I can not say anything about it," said the minister on the sidelines of a party meeting in Munich. He was back in Berlin on Monday.
