The Hungarian Supreme Court said Tuesday that the journalist's behavior was "morally wrong and illegal". But it was not vandalism, as it had been before.
The woman was rather guilty of a "mess," the court said. It is a minor offense, which is now prohibited. The media worker was sentenced in January 2017 for vandalism to a suspended sentence.
In September 2015, near the border with Serbia, the director of photography interposed a fugitive refugee with a child in her arms. Both then fell to the ground. Other plans show the woman kicking a girl on the run. The images have been around the world.
A woman apologizes for "panic"
The incidents occurred when hundreds of refugees near the town of Röszke broke a cordon of police. The cameraman, who was working for the N1TV Internet TV channel, which is close to the Hungarian far-right party Jobbik, declared his behavior with panic in the face of the rushing people. She was fired after the incident.
