In the future, the CDU and the CSU want asylum seekers to be already rejected at the German border in some cases. At their crisis meeting in Berlin, the leaders of both European parties agreed on a "new border regime" with Austria, which aims to prevent asylum seekers from entering in the country, whose asylum procedure is in another country.

The agreement provides two scenarios: the creation of "transit centers" in Germany, from which registered asylum seekers must be deported to the relevant EU countries after a short stay and – as a second option – the direct rejection of Austrian Border. The decisive factor is whether the EU countries conclude administrative agreements with Germany in which repatriations are regulated by mutual agreement.

If such agreements exist, "we do not want to act without regulation". Then, according to the agreement, the migrants must be returned to the country in which they were registered and are therefore liable under the EU rules for the asylum procedure. Right at the border, asylum seekers who come from EU countries who "refuse" the desired administrative agreement must be fired, according to the ruling. We agree on a better order, control and limitation of secondary movements:

  • 1 . We agree on a new border regime at the German-Austrian border, which will ensure that we prevent asylum seekers whose asylum procedures are responsible for entering the country.

  • . 2 We set up transit centers from which asylum seekers are directly rejected in the countries concerned (rejection based on a fiction of non-entry). For that, we do not want to act in an unregulated way, but rather to conclude administrative agreements with the countries concerned or to establish the behavior.

  • . 3 In cases where countries refuse administrative agreements of direct refusal, the refusal takes place at the Austrian-German border on the basis of an agreement with the Republic of Austria.
