The Bundestag coalition factions voted almost unanimously in favor of the UN-brokered migration pact. A motion agreed upon between them was adopted by a large majority in separate faction meetings, as reported by parliamentary groups. There had already been controversial debates within the Union on the pact. The motion should now – with opposition faction motions – be debated and voted on Thursday in the Bundestag.
The CDU also wants to use the parliamentary resolution as the basis of a ruling motion for its federal party convention in early December. At the meeting of the Union Group, there would have been only five votes against and three abstentions. The vote was preceded by a long discussion "in a harmonious mood", it was said. At the same time, concerns about the covenant had been expressed, but some of them had been invalidated. According to information from parliamentary groups, the SPD would have had only one dissenting vote.
Organize, control and limit
In the motion, the coalition parties state that the migration pact does not provide for "enforceable rights and obligations" and "has no legal or regulatory effect". The pact should help to better organize, control and limit migration while protecting the rights of migrants, says the text.
The federal government is expected to continue to ensure that the pact does not undermine Germany's national sovereignty and its right to "determine its own migration policy, as well as the Global Compact for a safe, orderly and regular migration of national sovereign rights ".
The motion also states that Germany is more responsible for migration than other countries, including the European Union. "We want to change that – including a fair distribution." "Despite significant social efforts and impressive civic engagement, the limits of integration are becoming visible in our country," he adds.
Green for her, AfD and Wagenknecht against
Clearly behind the pact on migration, as well as the UN refugee pact, also planned, the Greens rose again. "We think it's good that these agreements exist," said group president Katrin Göring-Eckardt. However, the pact must be "then implemented in Germany".
Sahra Wagenknecht, leader of the faction against the migration pact turned to the left. It goes "beyond the heart of the problem" to counter migration and its causes, she said in Berlin. The migration of skilled workers also increases poverty in the countries of origin. However, in her group, she did not find a majority for her position.
AfD's Parliamentary Director, Bernd Baumann, called on the federal government to issue a protocol statement prior to the adoption of the UN-level migration pact, "ensuring that the pact does not not binding ".
