The United Nations described the floods in southern Africa as "extremely complex" and said it would require an "even more complex reaction".
Devastation can be seen everywhere. Strong winds and heavy rains destroyed homes and crops. About 15,000 people, many of whom are ill, are still stuck more than a week after Hurricane Idai.
Malcolm Webb, of Al Jazeera Channel, describes one of the most affected areas – the Sussundenga district, in western Mozambique – close to the border with Zimbabwe.
