Unused dormitory block
A block of one-story dormitories built for students of the Gdeogo School for the Deaf and Dumb in Talensi District, in the Far East South, has been under lock and key since close to two and a half years after completion, while students with disabilities structure dormitory.
According to school authorities, the situation has an impact on the living conditions of students who are forced to sleep on the ground and outside due to lack of space.
School principal, Felix Faatah, in an interview with Yem Radio in Bolgatanga under the control of MyNewsGh.com, revealed that the block of dormitories currently used by students could accommodate a maximum of 200 students but that It now contains more than 350 or so.
MyNewsGh.com's verification of the structure reveals that the old building has deep cracks, roof leaks and poor ventilation due to its dilapidated nature.
"Every time the rain falls, some students have to get up and sit down somewhere until it stops raining because of the leaking roof. Some sleep on the floor because the building can not contain more beds, "said the director.
In a rather shocking situation, a building of one floor with a capacity of 500 people recently built and which has not yet been used, with modern bathrooms, a storage facility of 39, water, a fenced rest area and a large complex is not used a few meters from the worn dilapidated structure.
The new dorm block that this information portal has collected was awarded for construction in August 2015 and completion in August 2016, at a cost of more than 1.6 million Ghanaian cedis.
Further verifications revealed that the contractor, Eborics Company Limited, had actually started the project and completed before December 2016. However, the new block remained stuck after completion, apparently due to a feud between the contractor and the consultant about the completion of previous projects and purchase of specified finishing materials to be used for the project.
According to the contractor, the delay with which the consultant carried out a final evaluation of the project and the treatment of his detention was the cause of the delay in handing over the block to the school.
"The government does not really owe me. What's left is my retention, which is the money they keep for a while [Defect Liability Period] and then pay later. Is the consultant supposed to come and see what I did and he did not come, "said the contractor.
In the A & Q Consultancy Services office, the project consultants reveal that an amount greater than GH ¢ 100,000 is retained as retention for the project, but that the contractor has not officially written to the company for the last evaluation. , a reason why the project was not delivered nearly two and a half years after its completion.
The break between the entrepreneur and the consultant was identified as the main reason that prevented students from Gbeogo School for the hard of hearing to access a decent accommodation facility.
This acrimonious relationship between the contractor and the consultant, indicate sources, is the result of the termination of similar contracts with the contractor, then terminated by the said consultants and a former minister of the Upper East High region, Rockson Ayine Bukari.
In the meantime, Talensi district director Christopher Boabil, contacted by reporters on the subject, said he knew little about the center, but was trying to contact the consultant to solve the problem.
This contention of the WFD is, however, contradicted by revelations that the school director in 2018 addressed to the district director through the Ghana Education Service to draw his attention to the problem and the need for urgent intervention. It also appeared that the question had been presented at a public meeting at which the WFD was present. The project consultant also indicated that the WFD was aware of the issue.
