Barca has already secured the signing of his teammate Frenkie de Jong, from De Ligt, to Ajax, and is favorite to occupy the middle half.
United, however, came out early traps and will try to thwart financially Catalan giants, according to The Mirror.
United reportedly "agreed to outbid all clubs" and meet the requirements of the infamous player's agent, Mino Raiola, for a salary of £ 350,000 a week and huge agent fees.

It is reported that Barca hesitated at the prospect of having to personally pay Raiola about £ 12 million in fees for the transaction.
Speculation has however increased about the move, suggesting that Raiola uses United's interest to force Barca's hand and get an even higher salary for his client.
Raiola is the agent of US midfielder Paul Pogba, who currently disagrees with the future of the Red Devils after publicly expressing his desire to play for Real Madrid.
Raiola has been face to face with the legendary United manager, Sir Alex Ferguson, and is committed to doing business with the club only after the Scottish retreat.
De Ligt has also been involved in moves to Manchester City, Paris Saint-Germain and Liverpool.
