John Dramani Mahama broke with the Constitutional Protocol by transferring Ms. Osei, laterally, from her position as Commissioner of the National Commission on Civic Education (NCCE) to that of Commissioner of Elections or President of the Commissioner of Elections of Ghana (GEC).
