Chelsea wants Philippe Coutinho to replace the departure of Eden Hazard, but is expected to table an offer of more than 130 million pounds to try to sell Barcelona.
Barcelona has spent £ 125m to engage Brazilian striker Coutinho of Liverpool in January 2018 and wants at least this figure to sanction his departure this summer.
Coutinho finished his first season as a Barcelona player with two major trophies, but struggled throughout the 2018-19 campaign, facing fierce criticism from the Spanish press and the club's fans.
Barcelona would be ready to listen to the 26-year-old's offers. Chelsea and Manchester United, two rivals of the Premier League, have expressed interest in reaching an agreement.

But United also wants to reinforce offensive options Ole Gunnar Solskjaer after a season in which the club finished sixth, 32 points of the champion, Man City.
Chelsea may only engage players if their transfer ban is delayed. However, if they get the green light from FIFA, Gianluca Di Marzio announced that they would be targeting former Liverpool star Coutinho.
It is claimed, however, that Barcelona values the Brazilian at more than 130 million pounds. Coutinho scored 21 goals in 75 appearances for Barcelona in all competitions.
In the midst of speculation about Coutinho's future, Liverpool legend Jamie Carragher admitted last month that he would be happy to see the striker return to Anfield.
Addressing Liverpool Echo, he said, "I would not say that I would actively seek it, but if it was possible to bring Coutinho back for a living wage, and Barca wanted to reduce their losses a bit I do not know. Did not work, so I would do that.
"Would he be welcome again? I am not sure. But he should be. I see no reason why he should not be.
"I know that he had a bit of trouble on his return (with Barcelona for the Champions League semifinal earlier this month) because he wanted to move."
