Chelsea transfer ban: TAS confirms call but Blues still can not engage players this summer

Chelsea has filed a formal appeal against the double-barrel transfer ban to the Court of Arbitration for Sport (CAS).

The Blues were sanctioned in February by FIFA, the governing body of world football, as a sanction for the transfer of young foreign players.

The ban bars Chelsea from signing players during this summer's window – which closes August 8 – and in January 2020.

They were also fined more than £ 460,000 for violating the regulation on the recruitment of 29 players under 18 years of age.

FIFA rejected their appeal last month, but the winners of the Europa League have officially seized their case.

"The Court of Arbitration for Sport (CAS) has filed an appeal filed by Chelsea Football Club Ltd. (CFC) against the International Federation of Football Association (FIFA)," the statement said.

A panel of referees will now deliberate on the appeal but the CAS says "it is not possible to say for the moment" when a decision will be made.

"The appeal is directed against the decision of 11 April 2019 of the FIFA Appeals Committee, in which SWC has been found responsible for violations of the FIFA Regulations on the Status and Transfer of Players and prohibited from 39, register new players, nationally and internationally, for two consecutive days, "recording periods," the statement said.

"After the hearing, if there is one (a CAS panel may also render a decision based solely on the written submissions of the parties), the panel deliberates, then renders its decision in the form of an arbitral award.

"It is not possible to say at this point when the arbitral award will be made."

However, Chelsea did not appeal the suspension of their transfer ban this summer.

The CAS told Football.London: "In order for a disputed decision to be suspended during CAS proceedings, a specific request to that effect must be made.

"At the time of writing [June 7], a motion was not filed in the Chelsea / FIFA case. As a result, FIFA's decision remains in effect. "

As such, the Blues can not register new players this summer, while Eden Hazard is getting closer to his change of player for Real Madrid after the two clubs have agreed.

Thus, the only newcomer will be Christian Pulisic, who was loaned to Borussia Dortmund, finalist of the Bundesliga, after the end of the transfer of 58 million pounds in January.

Chelsea should be strengthened by the return of a number of loan players, including striker Tammy Abraham, who will be part of the first-team group after the successful loan period at Aston Villa.

Mason Mount should also have the chance to impress in pre-season, before the club makes a decision about its future.

Tiemoue Bakayoko, Michy Batshuayi and Victor Moses, who were loaned elsewhere last season, remain on hold, while Alvaro Morata had expressed his desire to join Atletico Madrid for a permanent contract.
