Cut the members of the council of public universities from 17 to 9 years – the government proposes

The Government of Ghana, through the Ministry of Education, has proposed to reduce the number of members on the boards of the various public universities.

At present, the membership is made up of 17 members, of which 9 are from the university, but the government estimates that this number should be reduced to 9 or 13.

Explaining the contents of the public universities bill at a forum held on Friday, June 14, 2019, the Minister of Education, Mr. Mathew Opoku Prempeh, said: "The majority of existing provisions provide for 17 members, including 9 members from within the University. "

"The University of Ghana has provided additional provisions for the appointment of 6 other people, including the Vice Chancellor of an African University. The proposal is to limit the number to a number between 9 and 13. This is to make the number easier to manage and more efficient and reduce costs. "

"Boards can, however, cooperate with additional people to badist in deliberations, and it is also suggested that, in accordance with business best practices, the majority of members come from outside the university."

On the mandate of the Council, the Minister stated: "This provision varies between 2 and 3 years for members other than the Vice-Chancellor (ex officio member). 3 years is common in the most recent laws. There is no separate provision for staff representatives and students ".

"The proposal is to harmonize the provision to at least 3 years. Two (2) years is impractical, given the delay in appointing boards, and this leaves barely enough time for members to be sufficiently informed and familiar with the university to enable them to be effective. This will also be in line with the more recent practice. "
