For months, the World Health Organization has been adamant that the Ebola crisis in the Democratic Republic of the Congo is a global emergency.
The global health body admitted that the epidemic that killed more than a thousand people was "actually an emergency," but says that this is the case only in the region.
But the WHO said that despite the devastation caused by the epidemic, it was not a global threat.
After Friday's meeting of 13 independent medical experts from the W.H.O Emergency Committee, it was revealed that the crisis could not be declared a global threat.
Declaring a public health emergency of international importance is one of the most important things the World Health Organization can do.
If the WHO declared the epidemic "a public health emergency of international concern", an international intervention would impose it.
Such a decision would lead to stronger public health measures, including mobilizing funds to fight the epidemic.
Defend the position of W.H.O
But Dr Preben Aavitsland, acting chairman of the WHO emergency committee, said that by stating that an emergency could lead to border closures or airline refusal to visit the DRC.
"There is nothing to gain, but there is a lot to lose," he said. The addition of efforts on the ground "would not be strengthened" by declaring an urgency.
In the past, WHO had declared a global health emergency, one of which related to the Ebola outbreak in West Africa, which had claimed more than 11,000 lives.

Last year's experts in the Lancet wrote that such a move would help build "high-level political, financial and technical support to fight the Ebola outbreak that began last May." .
The World Health Organization has already announced that the Ebola outbreak in DR Congo was becoming uncontrollable.
The current epidemic is the second worst in the world since the Ebola outbreak in West Africa between 2014 and 2016.
There have been more than 2,084 cases and 1,405 deaths since the outbreak in August.

Rapid spread across borders
The epidemic has already spread to neighboring Uganda and deaths have already been recorded.
Ugandan officials have suspended mbad rallies in Kasese district, where cases of the deadly Ebola virus have been recorded.
The country had previously said it was on the alert for a possible outbreak in DR Congo. He has vaccinated his citizens against the virus.
The World Health Organization (WHO) has mobilized 3,500 additional vaccines for this exercise.
But it seems that many people are outraged by the fact that, despite the worsening of the crisis, the W.H.O refuses to declare the epidemic a global emergency.
