The Group of Seven finance ministers said they "accepted the principle" of imposing technology giants such as Google and Facebook on their offshore revenues.
At a meeting Thursday near Paris, ministers reached a consensus on what they called "a minimum level of effective taxation" that tech giants should pay.
However, a real rate has not been decided.
France welcomed the agreement, but the US said there was still work to be done.
