The five-star anti-establishment movement Italian (M5S) has drafted a law to prevent and deal with the growing phenomenon of dependence on cell phones and computers, especially among young people.

The bill seeks to deal with the so-called "phobia of non-mobile phones" (also called "nomophobia") or the fear of not being able to regularly access social networks or messaging apps.

It offers parents educational programs to detect the excessive use of mobile phones in children.

The bill also provides plans for "education for conscientious use of the internet and social networks" in schools and universities.

Nomophobia particularly affects young people, often preventing them from having a good night's sleep.

Half of Italians between the ages of 15 and 20 consult their mobile phone at least 75 times a day, Italian media quoted research from the National Association of Technological Dependence as saying on Monday.

According to another report published in June, about 61% of Italians use their tablet or mobile phone in bed. This figure climbs to 81% among 18-34 year olds.

The M5S decision said in its project that mobile phone addiction is comparable to gambling addiction, causing "interference with dopamine production".
