Mr. James Oppong-Boanuh was born in 1958 in Aboabo No.1, Dormaa district, in the Brong Ahafo region of Ghana.
He graduated from GCE Ordinary and Advanced at Dormaa High School, Dormaa Ahenkro (1977, 1979).

Commissioner Oppong-Boanuh is a former student of the University of Ghana and the Ghana School of Law. He was admitted to the Bar of Ghana and joined the Ghana Bar in 1984. He worked at the United Nations Mission in Mozambique (ONUMOZ) in 1994 and at the United Nations Transitional Authority in East Timor (UNTAET) from 2001 to 2002.

From November 2004 to March 2005, he was appointed Deputy Police Commissioner of the African Union Mission in Sudan (AMIS). He has also been Acting Police Commissioner and Chief of the Police Component of AMIS.

On 19 August 2010, he took up his duties as police commissioner with the United Nations Mission in Darfur (UNAMID) between the African Union and 19 August 2010. He succeeded Micheal Fryer, South Africa.

In October 2018, President Akufo-Addo granted him a one-year contract as Deputy Director General of Police, from 8 October 2018 until 7 October 2019.

On Monday, July 22, 2019, he was appointed Inspector General of the Interim Police (IGP) by President Akufo-Addo. Mr Oppong-Boanuh will act as an IGP until a substantive IGP is appointed in accordance with the Constitution, said a statement signed by Eugene Arhin, said director of communications of the Presidency.

His appointment follows a directive by President Akufo-Addo at the IGP, Mr. David Asante-Apeatu, to go on leave, with immediate effect, pending his retirement on 14 August 2019.
