Borno Governor Babagana Zulum identified poverty and unemployment as major causes of the Boko Haram insurgency in the state.
Zulum said this at the inauguration of a micro-credit facility and cash payment to small traders, perishable sellers and retailers at Custom Market, Maiduguri on Saturday.

He said poverty and unemployment were the main causes of the insurgency and security problems facing the state.
"There is a link between security and the economy; you could not have security without economic improvement.
"I promised to solve the persistent problem of unemployment among young people and women; I will also work to improve the social and economic situation of the population in order to achieve security, peace and stability in the state, "he said.
The governor said his administration has launched viable programs to create jobs, reduce poverty and improve the creation of wealth in society.
He also said that the state government had targeted more than 10,000 merchants to participate in the microcredit loan program before the end of the year.
He stated that some 1,307 merchants and retailers had been selected to participate in the first phase of the Customs Market Program.

Zulum said each beneficiary would receive N $ 30,000 in program loans to fund their activities, adding that the government has taken proactive measures to ensure program continuity and sustainability.
He added that the state government had also provided for a 50% reduction of the facility to allow beneficiaries to repay the loan.
He urged beneficiaries to ensure efficient use of money and to engage in productive activities.
Some of the beneficiaries, Lami Mohammed and Ali Yanage, praised the move, saying it would go a long way towards improving their socio-economic well-being.
