Pep Guardiola responded to Jurgen Klopp's comments on Manchester City's spending.
Klopp said last month that only four clubs can afford to spend constantly, with the city among them.
The champions of the Premier League would have been "Stumped" by the demand, with their head of operations admitting "we were a little surprised".
But Guardiola himself went a step further admitting that Klopp's words had hurt him.
"It bothers me of course because it is not true that we are spending hundreds of millions of dollars per transfer window," he said.
"Liverpool is not a small team, of course. I do not like to say things that are not true.
"Last season we spent £ 17 million for a player. I have taken over a team but we can not spend hundreds of millions each season. We brought a player and Angelino so that the clubs can not pbad all the seasons.
"I will not comment on the other managers. They can say what they say, but it's not true. "
Asked later about what he admired about Klopp, Guardiola said he liked "a lot of things" about his closest rival.
"Clbad leader, top manager. Clever. He played quite similar to Dortmund. It's an incredible challenge every time we compete against his team and his message is always positive.
"I think he's so good for football, his message is always positive, sometimes a few exceptions, but most of the time always good."
