A former deputy minister of electricity under the Mahama administration revealed that the electricity distribution services (PDS) did not meet all the preconditions before the signing of the agreement of the concession.

According to John Jinapor, the company still had 16 mandatory requirements to meet, but the government, fully aware of this, has nevertheless decided to grant them the concession.

Expressing in JoyNews' news badysis program, Newsfile, the MP for Yapei / Kusawgu said that when the agreement was submitted to Parliament for approval, he found that if 45 conditions were met, all of them had to be fulfilled before PDS took control, "that 16 conditions were not met."

Boakye Agyarko, then minister of the sector, explained that approval was conditional on the company meeting these conditions.

Among the 16 conditions to be fulfilled, Mr. Jinapor explained that two were essential.

First, "the one with the bank guarantee. We approve subject to the placement of a bank guarantee and not an insurance guarantee. "

In the second condition precedent, ECG and PDS were to sign an agreement allowing the former to monitor the distribution system of the latter, but Mr Jinapor also declared that he was not respected.

"The bank guarantee is therefore not only intended to allow ECG to manage and monitor its badets. Prerequisites were met, there were 16 left, so who decided to let this concession come into force, knowing full well that 16 conditions were in abeyance.

"Who made the decision to convert a bank guarantee into an insurance guarantee," he is questioned.

Mr. Jinapor also accused the government of having derogated from certain conditions of the PDS-friendly agreement.
