Only two households – plus an additional single person who lives alone – will be able to meet at Christmas in Wales.
The Welsh government has said the guidelines set by the Prime Minister on Wednesday will come into effect.
This comes despite earlier reports that the four UK countries agreed to allow three households to meet.

The restrictions will be in effect from December 23 to 27.
British leaders have come under pressure from the medical community and others to tighten up or abandon plans, fearing that the coronavirus situation will worsen.
Prime Minister Boris Johnson told people in England to “think hard” before meeting with family and friends, and that three households is a maximum limit rather than a target.
In Scotland, people have been urged not to stay overnight and to stay in their own homes.
This comes after the announcement of a foreclosure in Wales on December 28.
Prime Minister Mark Drakeford told BBC Wales he was “signed up” to a “declaration” agreed with the other three UK countries despite the variation in rules.
“Across the UK the message we are going to send is the same: do the least necessary to make this Christmas, use freedoms responsibly, carefully and carefully and always think about the impact it will have on your own safety. and the safety of others. “
He said he was delivering “just one message to Wales” that during that “five-day period only two households, as well as a one-person household, should come together.
“We will align the regulations and guidelines with each other, because this is just one message.”
Earlier, Mr Drakeford had said at a press conference that the situation in Wales was “extremely serious” with one in five tests in the country coming back positive.
