The National Disaster Management Organization (NADMO) is currently running a 3-day training program at the Institute for Local Government Studies-Accra for some selected accounts officers from the 16 regions and headquarters.
The Director General of NADMO, in his opening remarks, was particularly pleased that this program is coming to fruition because; he dreamed of creating internal audit units in the 16 regional offices of our organization.
To everyone’s surprise, with the exception of Greater Accra and the Eastern Region, the other regions do not have internal audit units even though the institution provides them with funds and other resources to manage.
The Director General of NADMO indicated that Article 83 (1) of the 2016 Public Financial Management Law (Law 921) requires all public citizens to establish internal audit units to ensure compliance with the management of public funds and resources. He further underlined the importance of an internal audit with sufficient resources and well motivated to avoid requests for external audit, as it helps to avoid breaches in the management of resources. This will go a long way in reducing, if not eliminating, the number of offenses that the Auditor General would submit to the Public Accounts Committee of Parliament.
Mr. Thomas NA Aryee, Deputy Director General of the IAA, the principal body of internal auditors, was also present at the event. He congratulated the management of NADMO for their investment in this training program aimed at deepening the knowledge of its members. He urged participants to take the exercise seriously and adhere to best practices.
The program should deal with subjects such as the system of internal control and auditing, auditing of financial statements, auditing of contract and project management, among others the audit of purchases and stores.
During the opening ceremony, there was the rector of the institution, Dr Nicolas Awortwi as well as other facilitators.
