Dr Eric Oduro Osae, Director General of the Internal Audit Agency, welcomed the unanimous approval of Mr Kissi Agyebeng, the special prosecutor appointed by the Parliamentary Appointments Committee.
He said the committee’s unanimous approval was a good sign for the candidate, adding that it created a tough job for the candidate as expectations were so high.
Speaking to the Ghanaian news agency in Accra, Dr Osae said he trusted Mr Agyebeng, who is a professor of criminal law.
Dr Osae, who is also a governance and public finance management expert and lawyer, encouraged Mr Agyebeng to familiarize himself with the public sector and the country’s public finance management system.
“Public sector financial management is a specialized area, it comes from a criminal perspective, if you are sending people to court to sue you will need evidence and the evidence has to be very relevant, reliable and credible,” he said. he declared.
“Criminal law will come but there is the other side, which is the financial management of the public sector. The public sector is very rough terrain, the public sector has all kinds of people there. It should open its eyes and ears wide, as the terrain in the public sector is very rough.
He advised the designated special prosecutor to collaborate with other anti-corruption agencies such as the Internal Audit Agency, the Office of Economic and Organized Crime (EOCO), the Ghana Audit Service, the National Security and the Police Service to enable it to fulfill its mandate.
Dr Osae recommended that Mr Agyebeng strengthen the capacity of the staff of the Office of the Special Prosecutor to enable him to assist him in fulfilling his mandate; specifying that, if necessary, it should seek financial authorization to recruit additional staff.
He urged him to make his vision clear to his staff, so that he is in a better position to help him continue his agenda, adding that the designated special prosecutor should quickly profile the sector and review a baseline report. on the achievements and challenges of its predecessor. .
Dr Osae suggested that it was important for Mr Agyebeng to work with civil society but not give in to their pressure.
“He shouldn’t be in a rush to go out there to make public statements when his office hasn’t done due diligence. Civil society will push him to the wall, but he should walk in his place, ”said Dr Osae.
“In the past, people gave in to pressure from civil society and they failed; therefore, he should be very careful.
Dr Osae noted that the Civil Society Anti-Corruption Coalition is an important platform in the fight against corruption, which the Special Prosecutor must work with.
He urged him to have his own research and investigative wings that would validate and verify any corrupt data or information brought to his attention.
“He should hold on; he should be his own man and he should ask where he lacks knowledge, ”Dr Osae said.
