The Ghana Institute of Architects said the government failed to follow established procedures to award a design contract to Adjaye Associates, owned by architect Sir David Adjaye.

The company won the government contract because the sod was cut for the construction of 111 health facilities across the country.

The renowned architect is the mastermind behind the proposed design for the National Cathedral.

Deputy Finance Minister John Kumah previously told JoyNews on Investigation that the correct legal procedure was used in the selection despite its inability to indicate which specific procurement method was used.

“I cannot tell you on this table what procedure was adopted. We are interested in financing. We have the technical side. However, I can assure you that all the necessary legal procedures have been followed, ”he said.

But the honorary secretary of the Ghana Institute of Architects, Augustus Richardson, disputed this.

He said there had been no open tender from other members of the Institute.

Ghanaian public procurement law allows entities to use single source procurement in exceptional circumstances, such as when the goods are only available from a particular contractor, when there is an urgent need for the goods, among others. .

Mr Richardson told JoyNews that none of the exceptional circumstances had arisen, adding that there were competitive offer announcements to be sent out.

“You choose a person under the pretext of a sole supplier, but when you read the law on the Public Procurement Authority (PPA) on the sole supplier, the conditions do not apply or are not worth the trouble?” Why are we doing this? We denounce this as an Institute, ”he declared.

According to him, international best practices are against stocks.

“The important thing is not that he is a Ghanaian architect, we are in a global world where everything is about competition. Ghanaians compete with their foreign counterparts and the reverse is also true, ”he said.
