It is the opinion of Sky sports pundit and former midfielder and Tottenham coach Tim Sherwood.
Higuain should be loaned to Chelsea for the remainder of the season with an additional 12 months option.
Sherwood thinks that Tottenham fans will wonder why they are not looking to sign the Argentine international, especially after the injury of the star Harry Kane.
But he baderts that the fact that Higuain played under Chelsea boss Sarri would be a determining factor in choosing the candidate he would join.
Higuain spent a season under the colors of Sarri in Naples, where he scored 36 goals in 35 Serie A matches.
"It's not the attraction, Sarri is the key to everything," Sherwood said.
"He will play for a manager with whom he played his best football.
"There will be a lot of Tottenham fans" Why are not we going to get him? We have just lost our striker for 11 games.
"In their eyes, they will say," We are better than Chelsea, why did not he come to us? "Why did not we push to get him?"
"Two reasons: the director and finances. [Sarri is] the biggest, mbadively.
"When you are a player, when you want to play for someone, we look at the club but we also look at the manager.
"This manager, he likes you? Has he ever had you?
"If he does, he checks all the boxes for Sarri.
"He knows everything about Higuain and Higuain knows everything about Sarri.
"It was perfect before in Napoli and now it will be perfect again."
