Apple has now informed developers that promotional codes are no longer limited to US customers and can now be used in any App Store.
The distribution of your promotional code is no longer limited to US customers. Promotional codes in iTunes Connect can now be used by all customers of the App Store worldwide. Your Team Agent can request 50 codes per version of your application in iTunes Connect and your customers can use them in any App Store.
