A body was seen in the underwater wreckage of the plane that was carrying footballer Emiliano Sala and pilot David Ibbotson.
A search conducted on Sunday revealed the Piper Malibu aircraft on the seabed off Guernsey, nearly two weeks after his disappearance.
The Air Accident Investigation Branch (AAIB) confirmed the observation Monday morning.
He added that he was now considering next steps.
The "substantial amount of wreckage" from the plane, which had disappeared on January 21, was found Sunday morning after the start of a privately funded search.
The plane was carrying Argentine forward Sala, 28, and 59-year-old pilot David Ibbotson of Nantes, in northwestern France, to Cardiff after Sala had completed his plan. transfer of £ 15 million to Cardiff City.
In a statement, the AAIB said: "The ROV conducted a new search of the area at night, but did not identify any additional wreckage.

The AAIB added its intention to issue an interim report within one month after the accident.
A decision still needs to be made on the desirability of bringing the wreckage to the surface.
Oceanographer and marine scientist, David Mearns, confirmed that the wreckage had been found Sunday, about 63 m under water, after "a few hours" of deep seabed excavation .
An online call by the Sala agent had raised £ 324,000 (371,000 euros) for private research, which Mr Mearns had offered to help.
Working together with the AAIB, Mr. Mearns' ship and another research vessel, the Geo Ocean III, began exploring a four square mile area of the channel, 24 nautical miles north of Guernsey.
The AAIB vessel remained in place, sending a remote-controlled submarine overnight and capturing images of the wreckage.
Speaking Monday on the show "Radio 4 Today," Mearns said: "We located the wreckage of the aircraft on the seabed at a depth of. about 63 m in the first hours [of searching]. "

He said: "We wanted to go there and find a plane and we are happy that it happened.
