A body was found in the debris of the plane carrying player Emiliano Sala from the city of Cardiff and pilot David Ibbotson.
He was spotted in a video footage of the plane at the bottom of the sea.
The British Air Accident Investigation Branch confirmed: "Tragically, in the ROV (Remote Control Vehicle) video, an occupant is visible in the middle of the wreckage.
"The AAIB is now considering the next steps, in consultation with the pilot and pbadenger families, as well as the police."
The Piper Malibu N264DB aircraft carrying Sala, 28, and his pilot, Mr. Ibbotson, 59, disappeared by the English Channel on 21 January after leaving Nantes in France for Cardiff.

Two ships, including one commissioned by the AAIB, using a sonar were participating in a new search covering an area of about four square nautical miles.
Naval scientist David Mearns, director of Blue Water Recoveries, led a team aboard the FPV research vessel Morven, while the British Air Accident Investigation Branch (AAIB) also sent a team aboard the Geo Ocean III.
The operation on behalf of the privately financed Sala family was made possible by a campaign that raised more than £ 260,000.
