Aviation Minister Joseph Kofi Adda revealed this to reporters at a press evening held on Wednesday 13 February in Accra.
According to the Minister, this measure aims to decongest road traffic in the airport enclave.
He added that permanent car traffic around the airport should belong to the past.
Mr. Adda did not specify a precise timetable for the start and end of the project, nor the cost of construction for the state.
But he insisted that the plans were well advanced to start the project and that the discussions had already taken place.
KIA is Ghana's main international airport. On weekdays, especially on Mondays and Fridays, traffic is generally dense on the main roads around the region.
Mr Adda said that road construction on the KIA would accompany the construction of major bridges in the airport enclave.
He felt that concerted efforts should be made to decongest the traffic.
