President Trump confirmed that he would use emergency powers to build a US border wall with Mexico, saying "the walls are working".
The construction of the wall was a key commitment of Mr. Trump's campaign, but Democrats called the urgency of "blatant abuse of power."
He must sign the plan with a spending bill aimed at preventing the repetition of the recent government shutdown.
He announced the plan after Congress refused to pay a wall in the bill.
The statement will give Trump access to billions of dollars for his project.
"We will face the national security crisis on our southern border," Trump said at the time of the announcement to reporters.
"It's very simple … We want to prevent criminals and gangs from entering our country.
"Everyone knows that the walls work."
