Brexit has made it difficult to hold shares, Cramer said. British legislators voted to delay by three months the departure of the European Union from his departure on March 29, which must be accepted by EU officials.

Cramer said he had learned that a brutal exit from the union could result in major disruptions to the UK's food supply by five days, if that were to happen.

"From one side, who wants to hold shares when one has to worry about riots for food products in London? On the other hand, if the market gets crushed because of Brexit [fears] it turns out to be unfounded (…) so you may want to use that weakness to buy, "said Cramer.

"If you want to get exposure to the stock market, the best way to get it is to use index funds, index funds and more index funds."
