The FIFA Council met Friday in Miami to discuss the results of a feasibility study on the possibility of expanding the tournament.
FIFA President Gianni Infantino said the study showed that it was possible to increase the size of the competition to 48 teams "provided certain conditions are met."
Infantino also said it would require some neighboring countries to share organizational tasks and that FIFA "is working closely" with Qatar to explore the possibility of an expansion of the tournament.
"We will move on to the next step, and we will explore the possibility of knowing who could possibly host some of the Games in the Gulf," said Infantino.
"And if we come to conclusions in June, we will make a proposal to the Council and Congress, which is our ultimate decision-making body and will make the final decision on this matter."
