The government, through the Minister of Information, Kojo Oppong-Nkrumah, has filed a complaint with the National Media Commission (NMC) against Joy News for its latest documentary MIlitia at the Heart of the Nation.

Offensive Joy News documentary titled "The militia in the heart of the nation"
Respectfully, the Government of Ghana files this complaint under Section 167 (b) of the Constitution and Section 2 (1) (b) of the National Media Commission Act, 1993 (Law 449). and invites you to investigate this publication, the subject of this complaint.
Specifically, the disputed publication is a twenty-two (22) minute Joy News documentary titled "The militia in the heart of the nation", which aired in the evening of Thursday 7 March, 2019. Subsequently, parts of the documentary were broadcast on Joy FM, Adom FM, Asempa FM and the various subsidiaries of Joy FM, Adom FM and Asempa FM at various times in the country. The documentary was prepared by Manbadeh Awuni Azure, a journalist with Multimedia Broadcasting Company Limited (Multimedia). Attached and marked Piece MOI 1is a copy of the disputed publication.
The 22-minute documentary story insisted that a "militia" had been discovered and operated in a "security zone" with the complicity of the Ghana government and identified them as belonging to the new patriotic party. The so-called security zone has been identified as Christianborg Castle, Osu, Accra. The "Militia" has also been referred to as the De-Eye Group (hereinafter referred to as the "Group").business").
In addition, the documentary categorically stated that the young men and women who were represented were used for security operations in and outside Accra, and that group members provided security at an organized event in Accra International Conference Center to celebrate the life of the chef. Dombo South Dakota, event attended by the President, Vice President, former President Kufuor and key government officials.
A careful examination of the content of the publication in question reveals that the first six (6) minutes, twenty (20) seconds of the documentary concern subjects totally disconnected from the announced object of the documentary. They have widely shown images of the violence that witnessed the recent by-election of Ayawaso West Wuogon, which is the subject of an investigation by an investigative commission created under Article 278 of the Constitution (Emile Short Commission).
Ghanaian police personnel and the National Security Council Secretariat using a Ghanaian police vehicle are facing a violent confrontation with people living in an area of Ayawaso West Wuogon district. Manbadeh Awuni's and Multimedia's attempt to portray society as implicated in acts perpetrated during the first six minutes and twenty seconds of the documentary, or the like, exposes only the misdeeds of the documentary and makes little credit to the reputation of the documentary. A press house that prides itself on being independent and guided by the ethics of the media profession.
We complain about this because the content of the alleged story is made up of several essential essentials, utterly false, product of blatant false statements of fact, unlawful speculations of the producer of the documentary specified above, and even that it betrays a desperate attempt on the part of multimedia and Manbadeh Awuni denigrate the sincere efforts made by the President of the Republic, Nana Addo Dankwa Akufo-Addo, to put an end to the worrying phenomenon of political vigilance in the country.
Indeed, the history has the effect of tarnishing the image of the country, to mitigate the interest of the investors, to provoke the disaffection of the president of the Republic and to undermine the efforts made to curb vigilance in Ghana.
We will proceed to some clarification on the lies and the dishonesty of the documentary.
- The documentary wildly describes the activity of the organization as an operation of "The militia in the heart of the nation" with the complicity of the current administration of the new Patriotic Party (NPP). A militia is defined as a military force from the civilian population to complete a regular army in case of emergency.
Nothing in the documentary at issue shows any activity on the part of that company on the sidelines of a militia exercise. The footage of the documentary shows a group of men and women dressed in white shirts and black suits in meetings with representatives of the company. There is absolutely no image of the use of force, and even less exposure of a weapon by the men and women captured in the documentary. The badertion that a militia is created in the castle is nothing more than a useless effort on the part of the producer to arouse unjustified apprehension and panic among the population. Same is plainly false, a false statement of facts deliberate and dishonest and malicious. Ethical journalism has the function of being fair and strict with regard to the facts and not as a false Polish representation of the facts.
- In the documentary commercial, the producer – Manbadeh Awuni suggested that young men and women undertake a dreaded training exercise and supported him with pictures of masked men wielding badault rifles.
Remarkably, contrary to what was announced in the "promo", the documentary itself did not show such training exercises or masked men armed with weapons. This is very professional and misleading.
It is very instructive to note that the images of the masked men featured in the advertisement or "promo" of the documentary are those taken from a British Broadcasting Corporation (BBC) publication entitled "LETTER OF AFRICA – HEROES AND VILLAINS OF HEADQUARTERS IN PARLIAMENT" FROM NIGERIA ". Attached and marked Exhibits ME 2 and ME 3 are copies of the JOYNEWS promotion and said BBC publication.
- The documentary deliberately omitted the fact that the Secretariat of the National Security Council had closed the alleged office of the company since October 2018. Indeed, at the date of publication of the documentary in March 2019, no activity of any kind that it is not in the company at the castle. At the time of the broadcast of the documentary, multimedia played there to create the fake impression to the public that such a false activity was going on in the premises of Osu Castle. The evil at the time of the broadcast was to blur the cards while the president was taking steps to clean up the political environment of any act of "vigilance".
- The claim that the castle, Osu, is a Annex of the presidency, serving as a "safe zone", to train militias and self-defense groups is a sensationalism of the highest order. The facts show that since March 2017, the castle of Osu, NOT NOW been a "safe area", nor a Annex to the presidency.
It is an establishment operated by the Committee on Museums and Monuments, after President Akufo-Addo, on 5th In March 2017, the Ministry of Tourism, Arts and Culture was given the task of leading its transformation into a museum.
Indeed, the gardens of the castle are also open to the public. Attached and marked Piece MOI 4 is a copy of the news publication on www.mvioyonline.com, a subsidiary of JOY NEWS, on 5th March, 2017, proving even. Why will JOYNEWS be aware of this fact and publish in March 2019 that it is a safe area now used for training the militia, which is misleading.
Also attached is EXPOSE ME 5, a statement issued by the Museums and Monuments Commission on 11th March, 2019 reminder to the public of the same.
- The documentary says the people who were seen there had been used for security operations inside and outside Accra.
Curiously, no specification of such operations was made in the documentary. This is very unprofessional.
- According to the documentary, members of the group would have provided security at an event organized at the International Conference Center in Accra to celebrate the life of Chief SD Dombo, an event attended by the President, Vice President President, former President Kufuor and key government officials.
No evidence has been presented to support this claim.
- The documentary shows an answer to a question asked to the director of communications of the president's office, Mr. Eugene Arhin. The producer does not maliciously show the question asked Mr. Eugene Arhin but only shows the supposed answer. We are not in a position to say the specific question Mr. Eugene Arhin answered.
This, again, is malicious and calculated to mislead the public.
- Seriously, the documentary producer throughout the 22-minute play presents absolutely no evidence of militia activities from any group, let alone evidence of the support of the administration from the ruling party, the ruling party. However, he makes categorical statements to that effect.
We view this as a false misrepresentation of material facts with underlying misguided motives. A journalist is required to present facts and / or make comments that constitute a reasonable inference from established facts. The palpable failure to establish the most basic facts in support of Manbadeh Awuni's insane allegations, that is, the formation of a militia at the Castle, discredits the work enormously as malicious and malicious.
Available videos broadcast by TV3 on some of the company's activities as early as 2017 showed how the company preached against violence and encouraged groups to find work for their members rather than engage in acts of violence. EXPOSING THE MOVE 6. Attached shows the news of TV3.
- One can not lose sight of the deceptive attempt to denigrate the integrity of the President of the Republic in the fight against vigilantism.
President Akufo-Addo has launched a pbadionate, sincere and well-received appeal to all political parties for them to dissolve their self-defense groups on 21st February, 2019, when he delivered to Parliament a message on the state of the nation. Maliciously, the comments made by program hosts on Joy News in promoting the documentary accused the president of preaching virtue and practicing vice, when, indeed, they knew that the documentary litigious did not establish any activity of vigil or militia and relied on civil activities captured in 2018.
The documentary deliberately failed to recognize that, at the time of publication, the government had, as noted above, taken steps to close the office used by the corporation's owner for the stated purpose of the corporation. This material omission leaves the unsuspecting public with the false impression that the government was secretly promoting the activity while the president was trying by all means to present himself as determined to eliminate the disturbing phenomenon of political vigilance.
We view the contested documentary as part of the boundless slander of Manbadeh Awuni Azure, Joy News and its affiliates, aimed at distorting government policy and working on issues of national interest such as the fight against vigilance. . Just as the undisputed antecedents of the president show a selfless dedication to the defense of press freedom and human rights, irresponsible and unethical journalism threatens democracy and the peace of the country.
In accordance with Article 15 of Law 449, we ask you to bring the following accessories:
- A statement that the contested documentary by Manbadeh Awuni Azure and Joy News is misleading and constitutes a dishonest and deliberate statement of fact and is designed to cause excessive public apprehension, alarm and panic;
- An order for the retraction of and apologize to the Government of Ghana for the content of said documentary mentioned above;
- One or more other disciplinary measure (s) may be appropriate for your commission.
We sincerely hope that this complaint will be the subject of a serious investigation by the Commission in accordance with the journalistic standards published by the Commission and the ethics of the media profession.
