"Political influence makes public service ineffective"

Mr. Akwasi Opong-Fosu, former Minister of Local Government and Rural Development, urged the Public Service Commission (PSC) to dispel any political influence on the part of the civil service.

He said that political influence and unbridled manipulation made the public service ineffective.

S addressing the Daily Graphic in Accra last Saturday, he asked why people aged 60 and over had been recruited into the public service.

He stated that the recruitment of such persons into the public service constituted a violation of the Constitution.

"It is important for the CPS to badert its independence from government control and put an end to the rotting of the system," he said.
He added that while the President has the authority to make appointments to the public service, he could only do so in consultation with the PSC.

Constitution

The former minister said that the Constitution designated the SPC as the body responsible for recruitment into the civil service.
However, politicians were usurping these powers, with governments nominating their favorites to key positions without going through the process.

"You see people in key positions in the public service without going through interviews at the Public Service Commission. This is false and should not be encouraged, "he said.

Mr. Opong-Fosu, who served in the Mills and Mahama administrations, said the public service had a duty to the people of Ghana to protect the integrity of the public service at all times.

Extension of contract

Regarding the extension of contracts in the public service, he said that the extension of contracts of civil servants having reached the age of retirement of 60 years was not provided for in the Constitution. "It was only done by practice," he explained.

He explained that the extension of the service only applied to those already serving and not to those who had retired from the service.

"We now have people over the age of 60 who have retired from the public service or who have never worked with the public service while being recruited as a result of partisan political manipulation.

"It's wrong, have they had any talks with the Public Utilities Commission?" He asked.
