Can Uganda block the spread of the Ebola virus from neighboring Congo?

The eastern regions of the Democratic Republic of Congo are suffering from the second-worst epidemic of deadly Ebola virus in history, with more than 500 deaths to date. Neighboring Uganda notes with concern the evolution of the crisis, fearing to allow Ebola to spread to its population. The special envoy, Fred de Sam Lazaro, describes the measures taken by Uganda at its borders to prevent the Ebola virus from entering.
