Special advocate Robert Mueller presented his much-awaited report on the alleged collusion between Russia and President Donald Trump's 2016 campaign.
A Justice Department official said Mueller's report did not recommend any further charges.
The special council has already indicted six former Trump badociates and dozens of Russians.
Attorney General William Barr will now summarize the report and decide how much to share with Congress.
In a letter, Barr told congressional leaders that he expected to be able to inform them of the main findings of the report over the weekend.
The purpose of the report is to explain all the prosecutorial decisions that the Special Council took during the 22 months following his appointment by US Deputy Attorney General Rod Rosenstein.
Mr. Trump and other Republicans have repeatedly condemned the investigation as a "witch hunt".
In his letter to congressional congressional committee leaders – Senators Lindsey Graham and Dianne Feinstein and Congressmen Jerrold Nadler and Doug Collins – Mr. Barr confirmed that there were no cases during the the investigation where the Department of Justice was ingested in the work of Mr. Mueller.
The Attorney General announced that he would now consult with Deputy Attorney General Rosenstein – who had managed the investigation prior to the appointment of Mr. Barr – and Mr. Mueller "to determine what other information from the report could be communicated to the Congress and the public ".
"I remain committed to the greatest possible transparency and I will keep you informed of the status of my review," he said.
Over the past 22 months, the special council revealed how Russian agents and agents would have obtained information about the US elections to launch an influential campaign on Americans, to fund political activities in the United States and hack the most democratic emails to undermine Hillary Clinton's campaign.
Mr. Mueller was also investigating whether Mr. Trump was tainting justice by dismissing FBI director James Comey, or attempting to mislead or terminate the investigation.
Mr Trump repeatedly reiterated that there was "no collusion" with Russia and "no obstruction".
The president declined to have an interview with Mr. Mueller's team during the investigation, but his lawyers submitted written answers to questions after months of negotiations.
