Professor Kwaku Asare
Professor Stephen Kwaku Asare, a US lawyer and professor of accounting, revealed that it was impossible for the government of President Nana Addo Dankwa Akufo-Addo to dissolve land guards or self-defense groups in the country.
A bill on the dismantling of self-defense groups in the country has been tabled in Parliament. There are reports that some pro-Patriotic Party (NPP) groups have begun to dissolve under the bill.
According to some excerpts of the bill, when it is pbaded, the culprits will be sentenced to 15 to 25 years in prison, which will deter others from engaging in such acts.
But the law clerk has already made some holes in the bill, stating that it is insufficient to deal with the situation the country is facing.
His argument is that these militiamen do not commit crimes that are not covered by criminal law. The problem lies rather in the fact that crimes committed by militiamen are invincible for prosecutors and that prosecutions are treated lightly by judges.
Read his point of view on the question below;
The truth, though not acceptable, is that the government can not dissolve the so-called vigilante groups or guards or groups known to defeat witches, launder money or rent a rent two years in advance, etc.
The stubborn truth is that these militiamen do not commit crimes that are not covered by criminal law. The problem lies rather in the fact that the crimes of these militiamen are invincible for the prosecutors and that they are treated lightly by the judges.
What the government can and must do is strictly enforce the criminal law by aggressively punishing those who violate it.
Pbad a bill that does not respect our constitutional values.
