The spokesman of the minority in the Committee on Roads and Transport in Parliament questioned how the Ghana Geometers Institute (GhIS) was charged with conducting an audit of the profitability of the agreement Sinohydro, worth $ 2 billion.

Kwame Agbodza is surprised at the turn of events, as GhIS, as regulator, has no activity to offer such services. Therefore, their involvement is problematic.

"Under which provisions of the country's public procurement law is a regulatory body mandated to run a service," he questioned Saturday on Newsfile, issuing news badysis of MultiTv / Joy FM.

"The Ghana Medical Association can not take out a contract to treat a patient. It will be unusual for the Ghana Bar Association to start processing cases. They are regulators, so if someone gets angry at the conduct of a member, where is he going? Asked the MP Adaklu.

President Akufo-Addo has launched the Sinohydro Agreement – an agreement between the Government of Ghana and the Chinese group Sinohydro Group Limited – to provide infrastructure in exchange for Ghana's refined bauxite.

Roads, bridges, interchanges, hospitals, social housing, among others, are some of the construction projects covered by the agreement that has been described as a barter agreement.

Unhappy with the way the government handled the operation, the minority who wrote to the International Monetary Fund (IMF) to ask whether it was a loan or a barter the launch of the project is suspended until the verification of the resource optimization carried out.

The Minister of Information says value for the verification of money was carried out

At a press conference, the Minister of Information, Kojo Oppong-Nkrumah, denied the badertion of the minority, described as hypocritical.

The minister stated that GhIS had carried out the verification of the transaction, that a report was available and that all members of the minorities had to was a request and copies would have been given to them.

This revelation only made the situation worse. For Mr. Agbodza, the participation of GhIS is troubling because they can not regulate or render services.

When it was recalled that the professional body had conducted similar audits for the previous government led by Mahama, the MP said two mistakes were not right.

"It's like saying that if something went wrong in the past, it can happen again," he said.

No verification of the resource optimization needed to start the project

Mr. Agbodza rejected the government's badertion that a value-for-money audit is not a prerequisite for approving the transaction.

By referring to parts of the agreement stating that the contract can only enter into force when the Ministry of Finance achieves conditions such as a value-for-money audit, it was illegal for the government to decide not to to do it.

"In other words, this contract is in effect only after a value-for-money audit has been completed. So when you hear me say that the president is engaging in illegality, I basically say that the contract is not in force. Why do you use contractors? "

Kofi Bentil

Kofi Bentil, Senior Vice President of the IMANI Africa Policy Group, agrees with the Member that GhIS is conducting a value-for-money audit.

In his view, conducting the audit turns the regulator into an investigative firm for which he is not known, making their involvement problematic.

"So I'm not surprised that no one has signed it, because a surveyor has to do the work," he said.

Instead of complaining about a lack of value-for-money audit, he urged the minority to conduct an audit itself, make it public and let it continue with its interrogation.

Commenting on the entire project, Mr Bentil felt that the country was in dire need of infrastructure and that it was necessary to comply with requirements such as an audit of the optimization. resources, but that it was urgent to act in this case.

"Our country badly needs infrastructure, so we can not improve everything before we continue.

"If you are the president of this country and people just died as a result of floods, you are in a hurry to do things. I do not apologize, but I can understand why he insists that this happen, "added the private lawyer.
