At a press conference in Accra on Wednesday, April 17, 2019, Mr. John Boadu, Secretary General of the NPP, said: "The extraordinary conferences of the regional delegates will take place in newly created regions, including the region of Oti, the North West Region, Bono East Region, Ahafo Region, Savanna Region and Northeast Region, while the "traditional regions" in which these new regions were carved, including the Volta Region, the Western Region, the Bono Region and the Northern Region, hold special meetings of the Regional Executive Committee ".

Special meetings of the Regional Executive Committee will take place from May 3, 2019 to May 5, 2019, and the Special Conference of Regional Delegates will be held on Saturday, May 18, 2019 in all newly created regions.

We have invited you here mainly to formally clarify the GUIDELINES and MODALITIES for the conduct of the next conferences of the Regional Extraordinary Delegates of the Party and the Extraordinary Meetings of the Regional Executive Committee which are held in accordance with Articles 18 and 9 respectively of the Party Constitution .

The essence of these conferences and meetings is to elect or appoint (as the case may be) persons occupying vacant regional leadership positions in accordance with the party constitution and the directives of the National Executive Committee and the National Council.

The decision to hold these extraordinary regional delegate conferences and extraordinary regional executive meetings was made necessary by the need to fill the vacant regional executive positions, as a result of the recent regional reorganization observed in the region. the country. In these circumstances, these Regional Conferences and Special Meetings of the Regional Executive Committee must be held ONLY in the regions affected by the regional reorganization.

In order to avoid any ambiguity, the extraordinary conferences of the regional delegates will take place in the newly created regions including the region of Oti, the region of the North West, the region of Bono-Est, the Ahafo region, the Savanna region and the Northeast region, while the "traditional regions" from which these new regions, including the Volta region, the Western region, the Bono Region and the Northern Region, must hold special meetings of the Regional Executive Committee.

SPECIAL MEETINGS OF REGIONAL EXECUTIVE COMMITTEES FOR VACANCIES IN TRADITIONAL REGIONS

Meetings of the Regional Special Executive Committee are conducted in strict accordance with Article 9 (24) of the Party Constitution, which clearly defines the guiding principles for filling vacancies on the Regional Executive Committee.

Article 9 (24) states that:

"Any vacancy, which may arise for any reason on the Regional Executive Committee, is filled in the case of the Regional President by the Regional Senior Vice President; in the case of the first vice-president by the regional, by the second regional president, and in the case of the regional secretary and the treasurer, by the election of the regional executive committee of another person in charge who ;occupied.

In the case of any other officer, the Regional Executive Committee must appoint someone to act. Any person elected or appointed to fill a vacant position must leave the position at the same time as the other regional officers at the end of the four (4) year term ".

Special meetings of the Regional Executive Committee will be held under the supervision of a national representative and will take place on the following dates:

Bono Area – May 3, 2019
Northern Region – May 4, 2019
Western Region – May 5, 2019
Volta Region – May 5, 2019

CONFERENCE OF REGIONAL EXTRAORDINARY DELEGATES FOR THE ELECTION OF NEW REGIONS LEADERS

As noted, the extraordinary conference of regional delegates will be held in the six newly created regions, including the region of Oti, the region of the North West, the Bono East region, the region of North America. Ahafo, Savannah Area and Northeast Region, to allow persons to hold vacant regional management positions, subject to the following rules and regulations or DIRECTIVES:

1) The Extraordinary Conference of Regional Delegates will be held on Saturday, May 18, 2019 in all newly created regions.

2) The following delegates attend the conference in accordance with Article 9 (25) of the Party Constitution.

a. All members of the Regional Executive Committee in the region;

b. All members of the Parliament of the region;

c. All members of the constituency executive committee in the region;

re. All regional representatives to the National Council of the region;

e. A TESCON member from each recognized higher education institution in the region

F. All founding members of the region who signed the party registration documents to the electoral commission.

3) The presence of at least one third (1/3) of delegates is required to constitute a quorum for the Extraordinary Conference of Regional Delegates.

4) The Regional Elections Committee (REC) will be constituted, which will organize the elections of regional leaders on May 18, 2019 at a location determined by the REC.

5) The Regional Elections Committee (REC) will be constituted as follows;

a. A national representative, appointed by the national steering committee, who will be the chairperson;

b. One (1) regional representative

c. One (1) representative appointed by the Regional Seniors Council

7) A member of the Regional Elections Committee is not eligible for any position in regional elections.

Only delegates to the Extraordinary Conference of Regional Delegates have the right to vote by proxy.

9) Candidates who wish to participate in the regional executive elections must pay the chairman of the regional election committee a non-refundable nomination fee of one thousand Ghanaian cedis (GHS1,000.00) for the post of president and five hundred Ghanaian cedis only (GHS 500). .00) for other positions.

10) Only potential candidates are eligible to purchase the application form from the Regional Elections Committee.

11) Potential candidates will not be denied access to the application form.

12) If, for any reason, the applicant can not obtain the application form from the REB, he / she may apply to the Secretary General for an application form at the National Secretariat.

13) The candidacy will be open from Tuesday 23 April 2019 and closed on Friday 26 April 2019 by their respective regional election committees.

14) The audit will take place between April 29 and April 30, 2019 and the audit report should be ready on Thursday, May 2, 2019.

15) Successful applicants may submit a request for redress to the National Secretariat no later than Friday 3 May 2019. The decision on this application must be communicated by Monday 6 May 2019 at the latest. This decision will be final.

16) A candidate for one of the Regional Executive positions must be nominated by one (1) member and supported by ten (10) registered party members who are known, active and resident in that region. All must be in good standing. permanent.

17) Each application form must be accompanied by three (3) quarto format photographs on a red background.

18) The riding albums within the region will serve as a record for the conduct of the election.

19) Conference delegates will vote with their party's ID card, but if it is not available, the ID of the national elector may be accepted by the party. CER to be able to vote.

20) The term of office of the directors coincides with that of all regional officers.

21) No member may be a candidate for appointment as a Regional Director unless that member is a known and active member for at least two (2) years and is in good standing. [Article 9(6)].

22) No member may participate in an election or be appointed to the regional officer position if that member is a polling station, an electoral sector coordinator, an electoral district agent, a regional officer, a national officer, a member, a minister or a vice-minister of state.

These committees include the Finance Committee, Constitutional and Legal Committee, Control Committee.

These committees would be inaugurated on Wednesday, May 24, 2019.
