Some senior officials of the National Security Service also allegedly plotted and facilitated the disbursement of nearly 8 million GHC on these accounts.
Mustapha Ussif, head of the National Services Program, told the Public Accounts Committee today on April 17 that the BNI still had explanations such as; the funds are currently used as evidence of the unresolved case each time they are asked to transfer these funds.
"BNI, as part of its operations, decided to create a special account to collect funds allegedly withdrawn from the service allowance account by the agents involved. When I took office and reviewed my notes and the Auditor General's report, I formally wrote to the director of BNI asking him to meet with him and discuss these amounts. It could be refunded to National Service so we can send it back to checks. They then replied that since the case was still pending in court, they used the money as evidence until the judgment was rendered. The NSS boss added.
On the other hand, Ningo Prampram MP Sam George said he was shocked by the way cash held in bank accounts could be used as evidence, he asked. there were no bank statements attached rather than providing evidence.
"So the BNI wrote to you that 6.5 million GHCs were kept as evidence in the trial? I do not see why the money placed in their account and not returned to checks is proof. Once the bank has made a statement that these recoveries have been made, that should be enough for any lawsuit, "said Sam George.
Officials from the National Center for Financial Investment, the National Commission for Civic Education (NCCE), the National Development Planning Commission (NDPC) and the National Theater of Ghana also responded today. to the questions of the Public Accounts Committee.
