The Special Representative of the UN Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS) called for stronger regional partnerships to promote stability.
"International peace and security is a shared responsibility, as is regional peace and stability. Regardless of the power and resources of a given country in the region, peace and security can not be guaranteed by one state but by the collective efforts of states and the collective will and participation of the people. " said Dr. Mohamed Ibn Chambas in his speech. speech at the second public lecture of the Ghana Council on International Relations in Accra.
Dr. Chambas, who referred to the following theme: "A Program for Strengthening Partnerships for Peace in West Africa and the Sahel: Challenges and Prospects", said that efforts to maintain and consolidate the peace could only be guaranteed through partnerships at the municipal, national and regional levels.
"The key point to emphasize here is that, from the point of view of human security, ensuring security exceeds the capacity of any individual actor or entity," said Dr. Chambas.
"We therefore need partnerships at different concentric levels: communities at national, regional, continental and global levels."
He said that given the dynamics and the current and future ramifications of conflicts, no entity, whether state, regional, international or not, was able to react alone.
Dr. Chambas said that several actors were indeed needed and that it was inevitable to set up a coalition of like-minded and committed people. stating that "the prospects for peace are thus ultimately defined by the quality of partnerships, as measured by inclusivity, consensus, capacity and anchored on national ownership (and not just that of national ownership); ;State)".
He added that in view of the potential implications of the dynamics of neighboring countries for peace and security in Ghana, it was imperative that the country pay particular attention to its regional diplomacy through effective partnerships within the framework of ECOWAS .
Thus, the strengthening of the national social contract with non-state actors to bridge the gap between the state and society and with neighboring countries to promote and strengthen the regional architecture of peace and security through the establishment of tiered partnerships is a major and essential path for peace.
He noted that, as the joint UN-World Bank report, Pathways to Peace, illustrates, the human and economic cost of conflict in the world required all parties involved to work more closely together. collaboration. adding that "this is also true for our region. Therefore, partnership is essential, inclusion is essential to conflict prevention and peacekeeping.
He added that several actors were indeed necessary, but none was singularly sufficient for peace.
He stated that the quality of partnerships was linked to different concentric levels and that multi-level and multi-dimensional partnerships represented a major and essential path for peace.
Daniel K. Osei, President of the Ghana Council on Foreign Relations, said that Ghana had a major interest in the events of the West African subregion.
The position was chaired by Mr. Bentsi-Enchill, Senior Partner and Head of the Energy and Natural Resources Practice Group, Bentsi-Enchill, Letsa and Ankomah (BELA), a firm of corporate and commercial lawyers.
