If the bill is pbaded by the Senate and adopted, it could discourage "ICEing" campaigns in which nogoodniks intentionally park gasoline cars (usually trucks and SUVs) in front of shippers to make life harder for drivers of electric vehicles. In the long run, this could also minimize congestion in the stations as electric vehicles gain popularity, which would encourage drivers to leave as soon as they would have refueled rather than monopolize a spot during from a shopping outing.
