President Addo Dankwa Akufo-Addo has promised to toughen what he describes as the "kidnapping phenomenon" in the country.
The three missing girls from Takoradi and the recent abduction of some expatriates have increased public fear.
However, addressing members of the Ghana Anti-Corruption Coalition (GACC) at Jubilee House on Monday, the president said he was determined to deal with the recent warning at the kidnapping.
"We are all concerned about this kidnapping phenomenon that we have not experienced. Our brothers and sisters in Nigeria know it. But we do not know it in this country and we must do something to make sure that it does not become a feature of our society.
"I am very, very determined on the issue and decisions are made as we look for what will be a clear manifestation of the determination I have to deal with this case," he said.
He also condemned the leaked content of the Emile Short Commission report that was investigating the parliament of Ayawaso West Wuogon by electoral violence.
The report was presented to the president in March, but the government has still not published a white paper on the recommendations.
Unverified parts of the report have since been disclosed to the media.
President Akufo Addo told GACC members that the full text of the report would soon be made public.

Part of the Ghanaian population is concerned that kidnappings are increasingly happening.
Last week, a 30 – year – old Indian businessman was kidnapped by gunmen in Kumasi, the capital of the Ashanti region.
Umpakan Chodri was finally saved after the kidnappers released him.
Prior to Umpakan's abduction, the police had foiled an abduction incident against ransom involving a diplomat.
Nabil Makram Basbous, 61-year-old consul general and head of the Estonian mission in Ghana, was also abducted during his usual morning walk in his Accra neighborhood.
Basbous was kidnapped by three gunmen suspected of being Nigerians.
The ambbadador was held hostage in an unknown location until his rescue by the police.
Police are currently under pressure to rescue three girls kidnapped in Takoradi, Western Region.
Three girls are still missing after being abducted in Takoradi, the capital of the western region.
Ruth Quayson, Priscilla Blessing Bentum and Priscilla Koranchie were reportedly abducted between August 2018 and January 2019.
Sam Udoetuk Wills, the main suspect in the kidnapping case, was sentenced to 18 months in jail for breaking cells.
