Talks blocked on how to deal with undocumented migrants
Democrats and Republicans reached an agreement in principle on border security to fund the US government and avoid a further partial halt.
Lawmakers said that the deal had been reached at a meeting in camera in Washington.
No details have been published. Talks on the detention of undocumented migrants and the financing of the border wall of President Donald Trump have been blocked.
Speaking late Monday, he did not say he would support the deal. "We are building the wall anyway," he said.
He told his supporters in El Paso, Texas, that he had not had time to study the deal, but pointed out that he would never sign a Bill imposing the mbad release of violent criminals.

A bill needs to be approved by Friday when funding from some federal agencies will be exhausted. The previous stop – the longest in US history – lasted 35 days.
The cost of closing for the US economy was estimated at $ 11 billion (£ 8.5 billion).
What do we know about the case?
It was concluded Monday night – after several hours of talks between Democratic and Republican negotiators.
At the end of the interview, Senator Richard Shelby stated that all outstanding issues had been resolved.
"We have an agreement on all this," he said. "Our staff will work hard to gather all the details, and we believe that if this law becomes law, the government will remain open," he said.
According to reports, the agreement provides for funding of $ 1.375 billion (£ 1.07 billion) for the protection of physical barriers – far short of the $ 5.7 billion requested by President Trump.
Democrats have also demanded to limit the number of undocumented migrants already in the United States who may be detained by Immigration and Customs Enforcement (ICE).
It has been agreed to reduce this number to 40 250 against 49 057 currently, according to reports.
Why is there a risk of further shutdown?
On January 25, President Trump agreed on a three-week spending agreement to end the closure and allow Congress to reach an agreement.
This funding ends at midnight Friday.
Mr. Trump has made building a wall on the Mexican border one of his key promises during the 2016 campaign.
The president gave up calls for Mexico to pay for a concrete wall, but during his State of the Union speech last Tuesday – delayed due to the previous closure – he insisted on a "intelligent, strategic and transparent steel barrier".
He has already threatened to declare a national emergency and fund the wall without Congress. But some Republican colleagues do not like this idea, and Democrats are likely to challenge it in court.
