President Akufo-Addo is about to appoint Dr Isaac Owusu-Mensah as research director for the presidency.
According to asaaseradio.com, the Research Directorate should be reorganized following the demolition of the Ministry of Monitoring and Evaluation during Nana Addo’s second term.
The Directorate will be responsible for monitoring and evaluating all offices of the President, his ministers and other persons appointed by the President to ensure that the government policies implemented are efficient, effective and achieve their objectives.
In addition, the Research Directorate will monitor and evaluate all metropolitan, municipal and district assemblies, conduct surveys to test the viability and impact of government policies, and gauge public opinion.
Professional experience
Dr Isaac Owusu-Mensah is Senior Lecturer in the Department of Political Science at the University of Ghana, a post he has held since February 2016. He was first appointed Lecturer in the Department in 2011.
He completed his O-level education at Tamale Business Secondary School and continued his education at Apam Secondary School, where he completed his A-levels.
Between 1993 and 1997, he studied for his Bachelor of Arts (Honors) in Political Science with Philosophy at the University of Ghana.
In 2003, Dr Owusu-Mensah completed a Masters in Political Science, also at the University of Ghana. In 2009, the same university awarded him a doctorate in philosophy and political science.

He has several publications to his credit, including The Judiciary and Democracy in Ghana’s Fourth Republic; The poor pay for the rich: the politics of inequality in the structure of water prices in Ghana; Fourth Republic of Ghana Parliamentary Caucuses: Challenges and Recommendations.
He has co-authored many other publications, such as Mediate the Dagbon Chieftaincy Conflict: The Eminent Chief Approach and Ghana’s Transition Act and the 2013 Transition.
As part of his contribution to academia and society as a whole, Dr Owusu-Mensah has provided numerous services and made presentations at conferences from 2012 to date.
He is a member of two national councils and a council, namely the ELEF Scholarship Program, the Ghana Education Trust Fund (GETFund) and the Council of Koforidua Technical University.
