Akufo-Addo to inaugurate SALL district assembly in weeks – Dan Botwe

The government has given the clearest indication that it will inaugurate Guan District in a few weeks.

The inhabitants of the traditional areas of Santrokofi, Akpafu, Lolobi and Likpe (SALL) have been without an administrative district since 2019 after the Oti region was carved out from the Volta region.

Some residents and traditional leaders, including the Supreme Chief of Santrokofi, Nana Letsabi, say the delay in inaugurating the district has delayed development in the region.

But the Minister of Local Government, Decentralization and Rural Development, Dan Botwe, revealed that the inaugural ceremony will be held in the coming weeks to make the district of Guan fully operational.

Speaking to Evans Mensah on PM Express On Monday, Botwe said the government had held very fruitful consultations with key stakeholders, with some proposing properties to be used as temporary offices during the district’s inauguration.

“We created Guan County. It must be inaugurated. You just don’t create an assembly and then start working. There should be an inauguration of the Assembly. It has to take place … We have to send in the furniture, do the installation, we have to make some adjustments and all that. As soon as this is done, the Assembly will be inaugurated. I am sure that in a few weeks, the inauguration will be made, ”he revealed.

The Minister of Local Authorities also indicated that a consensus had emerged between the heads of the SALL zone in the presence of the eminent statesman, Dr Obed Asamoah for the inaugural ceremony.

Mr. Botwe, however, said the assignment of staff to district offices is in the hands of the local government department.

There are concerns as to why President Akufo-Addo did not nominate a candidate for the post of chief executive of Guan district when he released the full list of candidates for the head of the various metropolitan, municipal assemblies. and district.

But Mr. Dan Botwe, who is also an MP for Okere Constituency, said Guan District was not on the list because it had not yet been inaugurated.

Background

The Guan district consisting of Santrofi, Akpafu, Likpe and Lolobi (SALL) in the Oti region was created following a legislative instrument tabled in Parliament by the Ministry of Local Government and Rural Development in 2019.

Guan district was previously part of the Hohoe Municipal instrument (District Electoral Areas and Designation of Units), 2014. CI 85.

However, the area was placed in the Oti region in the referendum regulation (creation of new regions), 2018 CI 109 of November 30, 2018, as recommended by the commission of inquiry on the creation of the six new regions.

Therefore, Guan was integrated with the Oti region in the Oti region instrument, 2019 CI 112 on February 8, 2019.

It was also included in Jasikan district in Oti region, as expected in district electoral areas and designation of unit assemblies.

However, the government now established it as a new district with the maturity in parliament of the instrument of local government (Guan District Assembly) (establishment), 2020.

Guan District consists of 13 constituencies and will be Ghana’s 261st district when it is inaugurated.
