Professor Stephen Adei, chairman of the National Development Planning Commission, said the policies developed by President Nana Addo Dankwa Akufo-Addo are difficult to implement, reports ABC News.
Although Professor Stephen Adei praised the many policies put in place by the NPP government, he maintains that the difficulties of implementing some of these policies prevent citizens from taking full advantage of its benefits.
"The Akufo-Addo policies are the best for Ghana, but its implementation has been quite difficult. For example, its vision and agriculture programs for the cocoa industry are unprecedented, but their implementation has been difficult. "
According to the president of the National Development Planning Commission, resource constraints remain a major cause of the ineffective implementation of most government policies.
"The implementation has been difficult for a major reason and it is the lack of resources. Resource constraints have been tightened since 2001, when we became HIPCs. "
"The resource constraint was greater because there had been in the past an abuse of taking and wasting loans and you are now in a situation where if we had not redesigned the currency, about 70-72 % of our GDP was the level of debt at the time they took charge with very little to show. This means that you have a serious debt service problem and that a large part of the loan that was contracted was used to refinance the old debts so that you could spread the payment in a way that would hurt our children. "
Professor Adei also called for a restructuring of the leadership structure of the National Development Planning Commission.
"If we really wanted what the NDPC should do for the country, there should be about nine (9) full-time commissioners."
