Alan Brazil broke the broadcasting rules by suggesting that a rat infestation in Glasgow was the fault of Asian immigrants storing rice.
The presenter and former TalkSport footballer commented on Alan Rice 's sport breakfast, on December 18, during a conversation with fellow host Mike Graham.
Brazil said that in Glasgow "things have changed" and that there are now newcomers "from Asia" in the city.
The former Tottenham Hotspur International, Manchester United and Scotland, according to known information, indicated that these newcomers were to blame for a rat problem.
Brazil was found in violation of Ofcom rules regarding the dissemination of offensive material.
In his morning show, he said, "Speaking of that, I do not know if I should say that, I was talking to someone the other day and he came down from a party from Glasgow, where my school was actually.
"And things have changed, some cities have changed, because different people have moved in. And there are a lot of people there, let's say from Asia – you know, from that part of the world.

Ofcom decided that, despite a tradition of shock, freedom of speech and communication by Brazil of information transmitted by third parties, the information should not have been disseminated.
The watchdog found that the broadcast violated the rules requiring that the material be justified by its context and the expectations of the public.
TalkSport told Ofcom that "there was absolutely no intention to cause a crime".
