The boss of the presidential amnesty program, Colonel Milland Dikio, has been accused of spending funds to empower 400 ex-activists during trips and meetings with stakeholders.
A statement released to media professionals by Churchill Amieye, a young APC member from the South-South region, stressed that “it seems that the tragedy in the presidential amnesty office in the Niger Delta is far from over. be finished. The revelations showed that, even after the widely publicized verification exercise carried out by the interim committee, set up by the president’s national security adviser, the office is still overwhelmed by non-progressive policies and mismanagement of funds. . ”
He recalled that “Colonel. Milland Dikio, when taking office a year ago, assured Nigerians and beneficiaries of the program that the amnesty program would be restructured to improve the lot of the Niger Delta region and all stakeholders. Unfortunately, a totally different scenario is playing out.
According to him, “for a year, the administration of Colonel Dikio has done nothing for the benefit of the beneficiaries of the program. Rather than training and empowering beneficiaries, Dikio’s administration has focused on visits, stakeholder meetings, signing shadow memoranda of understanding, and paying allowances. Billions are spent without any direct impact on the true beneficiaries of the program.
The state text further reads: “So far one billion three hundred thousand naira (1,300,000,000 naira) has been spent on stakeholder meetings; an amount that can comfortably empower over 400 ex-agitators. The company paid to coordinate these meetings is Vortex Nigeria Limited; a company belonging to one of the close collaborators of Col Dikio. This company is currently inactive according to CAC files but receives huge payments from Amnesty’s office. Another HR Index company, with the approval of Colonel Dikio, is paid twenty million naira per month for human resources, while office staff are paid directly by Amnesty’s office, which means HR Index receives twenty million naira a month for doing nothing. .
“It has been reported that Colonel Dikio, who is currently abroad, has bribed groups to gain solidarity and lobby for a second term. The most recent was Twenty-Five Million which was handed over to the Ijaw Youth Council. The money that was handed over in cash by the head of reinstatement of the amnesty office, during his recent trip to Bayelsa state, was shared among the group’s leaders to support a publication calling for confirmation of the Colonel Dikio as the substantive amnesty coordinator. .
“These are just a few of the anomalies plaguing the amnesty program. Currently, Colonel Dikio’s activities are under investigation by the Office of the National Security Advisor. At the head of the inquiry is an inquiry into the reasons why billions have been spent without any direct impact on the ex-agitators who are the direct beneficiaries of the program.
