Arsenal hopes that an agreement on Sami Khedira will increase their chances of signing Juventus teammate Daniele Rugani.
The Gunners would turn to Jugan's central defender Rugani to help them solve their defense problems.
Rugani struggled to maintain a first-place finish in the Serie A club, and the Gunners were tied several times by a move for the 24-year-old.
The players' agent suggested that his client had refused the possibility of moving to the UAE in May, but it now appears that the switch could be reactivated.
As reported in the Gazzetta dello Sport, via Sport Witness, the Gunners are considering a two-year loan for Rugani, but could combine a transfer under a contract with Khedira.
The German midfielder is also on the Arsenal radar, but he should lower his salary to be able to settle north of London.
Khedira was seen in the Emirates during the women's pre-match friendly match between Arsenal and Bayern Munich, although Gunners boss Unai Emery seemed to distance herself from an agreement.
Rugani meanwhile made 20 appearances in all competitions for the Old Lady last season, including both legs of their quarter-final defeat of the Champions League against Ajax.
The gunner's boss, Unai Emery, is desperate for defensive reinforcements. Laurent Koscielny will certainly leave the club, while the future of Shkodran Mustafi remains uncertain.

It is thought that Mustafi could be allowed to leave Arsenal if Emery could sign a replacement, Rugani bringing the note.
Arsenal is also close to Lille striker Nicolas Pepe, arrived in London Tuesday for a medical appointment at the club.
If the agreement was reached, it would become Arsenal's fourth signing this summer, after Dani Ceballos, William Saliba and Gabriel Martinelli.
