This is the opinion of Gary Neville, legend of Manchester United and England, who predicted how long it will take the Gunners to be able to compete again for the title.
Arsenal playmaker, Ozil, has had a disappointing year since signing a mega-new deal, his field performance not allowing him to pay the salary of £ 350,000 a week.
And Emery repeatedly shunned him, for tactical reasons and alleged injuries given as vague explanations for his absences.
Inter Milan has sparked interest in Ozil through speculation. Teammate Ramsey was ready for Series A in the meantime.
Ramsey should join Juventus, the defending champion, at the end of his season with Arsenal.
Neville has now given his verdict on why Emery is happy that Mesut Ozil and Ramsey are leaving the Emirates in the summer.
"Have said [Arsenal are improving]Emery needs four or five transfer windows to get it right, "said Neville. Daily mail.
"It does not surprise me that Mesut Ozil and Aaron Ramsey are about to leave.
"Emery wants players capable of transforming the club, so he must be able to send the players out to correct things.
"It's like a cultural change, a big change of mentality.
"But he needs to do that and needs time."
Emery has been criticized because Arsenal has had a mixed form since the end of his 22-match unbeaten run.
Neville, however, defended the 47-year-old and asked Arsenal to team up with the former Sevilla gaffer.
"He's an extremely talented coach, and we talk a lot about him in Spain," added Neville.
"Valencia had 15 directors in 13 years, but he was there for four years.
"They still talk about his talent.
"He's a great coach and Arsenal has to support him."
Arsenal will have to prove itself Friday night by hosting Manchester United in town.
The former rivals will face the Emirates in a fourth round match of the FA Cup.
Arsenal defeated the Blackpool team in Ligue 1 to reach this stage, beating the British club Reading.
