The Hong Kong leader said that there was "no such plan" for the controversial bill that would have allowed extradition to the Chinese mainland.
She stopped saying that she had been completely withdrawn, saying that there were "lingering doubts about the sincerity of the government".
The bill triggered weeks of unrest in the city and the government had already suspended it indefinitely.
